Establishment of the National Planning Commission

The National Planning Commission was established according National Planning Commission Act of 1993 No. 71 on 23rd August, 1993. The Commission is structured into various activity departments, as it deems appropriate for the effective discharge of its functions.

Objectives of the Commission

The objectives of the Commission shall be to-

  1. determine and advise on policies that will best promote national unity and integration and sustain the Nigerian nation;
  2. ensure social justice and human welfare at all levels of the Nigerian society;

  4. determine how best the Fundamental Objectives and Directive Principles of State Policy contained in the Constitution of the Federal Republic of Nigeria
    1999 can achieve the major objectives of optimal development and suggest amendments that may be required, from time to time, to achieve those objectives in the light of encountered realities;
  5. provide a national focal point for the co-ordination and formulation of national policies and programmes;
  6. draw up, from time to time, national economic priorities and programmes and map out implementation strategies;
  7. co-ordinate the formulation and implementation of government programmes as contained in annual plans, budgets, medium-term and perspective plans at the
    Federal, State and local Government levels;
  8. enhance the efficiency of public sector spending and general national economic management;
  9. continuously visualise the international economic system in target horizons and identify the activities likely to become dominant or strategic globally; and
  10. determine how Nigeria can best adapt to realise the objectives set out in paragraph (i) of this section and compete efficiently in the global system.

Functions of the Commission

The functions of the Commission includes to:

  1. provide policy advice to the President in particular and Nigeria in general on all spheres of national life;
  2. set national priorities and goals and engender consensus among government agencies, corporate bodies and workers’ unions in support and accomplishment of such priorities and goals as may be contained in guidelines issued by the Commission from time to time;
  3. undertake periodic review and appraisal of the human and material resource capabilities of Nigeria with a view to advancing their development and efficiency and effective utilization;
  4. formulate and prepare long-term, medium-term and short-term national development plans and to co-ordinate such plans at the Federal, State and local
    Government levels;
  5. monitor projects and progress relating to plan implementation;
  6. advise on changes and adjustments in institutions and management techniques as well as attitudes necessary for the alignment of actions with plan targets and goals;
  7. conduct research into various aspects of national interest and public policy and ensure that the implications and results of the findings in such research are
    geared towards the enhancement of national economic, social, technological, defense and security capabilities and management;
  8. mobilise popular, group and institutional consensus in support of government policies and programmes;
  9. manage multilateral and bilateral economic co-operation, including development aid and technical assistance programming;
  10. deal with matters relating to regional economic co-operation including the Economic Community of West African States, the African Common Market,
    the United Nations Economic Community for Africa and the South-South Cooperation; and
  11. carry out such other activities as are necessary or expedient for the full discharge of all or any of the functions conferred on the Commission under this

Powers of the Commission

In the discharge of its duties under the National Planning Commission Act, the Commission is vsted with the power to:

  1. ask for and obtain from any government agency or other private institution statistical or other information relevant to the functions of the Commission under this Act;
  2. bring to the attention of the President areas where national policies and programmes are seriously hampered and violated;
  3. prescribe action along a given course for any government agency for the attainment of identified specific national objectives;
  4. advise the President as to the appropriate measures to be undertaken by appropriate agencies or bodies in order to ensure their conformity with national policies or programmes;
  5. with the approval of the President, direct the Ministries and appropriate agencies not to release funds for projects that have not been properly approved by
    the Commission or projects for which there is a lack of adequate information;
  6. issue guidelines and circulars regarding plan preparation, implementation and control;
  7. make representation in the legislature for and on behalf of the President;
  8. recruit, promote and discipline all officers of the Commission, provided that the Commissioners and the secretary can only be disciplined with the approval
    of the President;
  9. determine the conditions of service of its employees, as appropriate;
  10. provide advisory services on matters referred to it by any Government of the Federation or its agency; and
  11. express its opinion on any matter it considers pertinent to the national development process.

NPC Recruitment Qualification/Requirement

  1. Applicant must have any of the following B.Sc., HND, NCE, OND in any discipline approved institution.
  2. Applicants must not be above 35 years old.
  3. National Examination Council (NECO) five (5) subjects credit earned at two sittings including the English Language and Mathematics. OR
  4. Senior Secondary School Certificate (SSSC) with Credits in not less than three (3) subjects including English and at least passes in two (2) different subjects; or
  5. National Diploma (ND) obtained from an approved institution.
  6. General Certificate of Education (Advanced Level) in two subjects achieved at one sitting or three subjects obtained at two sittings.
  7. National Certificate of Education (NCE) from a verified institution;

It could be recalled that the first panzootic of Rinderpest in West Africa which occurred between the years 1885 to1890, led to the deaths of more than 90% of the cattle population. In the Western Africa, the Veterinary Department was situated in Zaria under the West African protectorate; this took place in the year 1913. How to Get a Job in National Youth Service Corps (NYSC)

National Youth Service Corps (NYSC) was established on the 22nd May in the year 1973 by the Nigerian government to enable young graduates to help in developing and building the country. From the year 1993, all the Nigerian polytechnics and universities were required to take part in the program of National Youth Service Corps for one year; the one year of NYSC is called national service year. The National Youth Service Corps was established based on decree No. 24, which stated that the scheme was created “with a view to the proper encouragement and development of common ties among the youths of Nigeria and the promotion of national unity”.

The graduates that participate in the National Youth Service Scheme are usually posted to other states not their state. This is to enable the participant to relate with people from different backgrounds, ethnic groups, and to enable them to learn the culture of where they are being posted to. The NYSC also have a time they call “orientation period”; this is the time when the participant will spend about two to three weeks away from their families and friend in a camp that is controlled by the military. It is after the orientation period that they youth corps will be posted to their Place of Primary Assignment (PPA).

At where the corps are posted to, they are expected to work as full time staffs at their Place of Primary Assignment, after spending eleven months at their Place of Primary Assignment, they are allowed a one month of vacation which they can used in visiting their friends, before their final passing out ceremony; this is where they would be issued certificates of completion.

About NYSC Recruitment

National Youth Service Corps (NYSC) is currently recruiting anyone who is interested in working with it into various fields which could be found on the NYSC recruitments websites.
